Na busca pelo boot de 5 segundos o time do ubuntu substituiu o init e systemv pelo upstart.
O upstart traz mais recursos como a inicialização por eventos (reiniciar o serviço a cada hora por exemplo), e maior segurança. Mas para quem está acostumado com o update-rc.d e o init pode ficar meio perdido como eu.
A simples tarefa de impedir que um servidor inicie no boot pode ser tediosa. Então aqui vai uma dica de como fazer isso, por exemplo o mysql utiliza o upstart. Todos os arquivos de inicialização ficam no diretório /etc/init então edite o arquivo /etc/init/mysql.conf e comente as 3 primeiras linhas ficando assim:
# start on (net-device-up
# and local-filesystems
# and runlevel [2345])
Pronto! Seu mysql não irá mais iniciar com o boot. Para iniciá-lo manualmente você pode usar o comando service mysql start ou initctl start mysql. O initctl é uma interface para o upstart e tem alguns comandos úteis como o initctl list que lista o estado de todos os serviços upstart.
